[ Zhongli straightens his cufflink with a slightly bored expression as he watches the receptionist at the Tokorozawa Correction and Care Center look over his paperwork. It was an unnecessary gesture, for the older woman behind the counter well knew who he was.
Few people working at the Bureau did not know who Inspector Zhongli was.
One of the highest ranking Inspectors, Zhongli was first and foremost known for being a notorious stickler for the rules. His paperwork did not have so much as a miss-dotted i to be found, and he could quote any protocol and procedure strictly from memory. Even the obnoxiously niche ones that were put into place as a result of one case going awry.
The second (and more unfortunate) fact about Inspector Zhongli was that he often out-survived his Enforcers. That was not to say that he was a cruel Inspector or put his Enforcers in risky situations. Quite the opposite, his fair treatment of his Enforcers was something well-known throughout the Bureau and their loyalty to him unwavering, which occasionally resulted in reprimand from the higher-ups. There was no closer bond between Inspector and Enforcer. And while this made them extremely effective at their job, Zhongli's seniority led to the more high profile missions. With such high stakes came high costs. This last cost being the death of his final Enforcer (one of five who had been known as the Yaksha) to which Zhongli was put on leave for months before allowed back on the job.
And so-- here he was. In the need of a new Enforcer and as always, Zhongli liked to chose them from this facility in particular. He had always hand picked them himself, usually a convict that most would deem a lost cause. Zhongli saw something in them that no one else did. But considering the line of work awaiting them, perhaps it was more of a curse than a blessing to catch the Inspector's eye.
Nevertheless, paperwork cleared, he thanks the woman behind the counter and steps into the Correctional Care Facility thumbing through a folder with pages and pages of portfolios. He quickly scans and rejects many of them until he lands on one particular youth who has quite the impressive crime coefficient.
